Animal Cruelty and Stray Dogs Issue in Benevento

"There is little to celebrate for cats in Benevento, just think of the recent episodes of 'gangs of kids' who 'had fun' torturing and massacring small defenseless animals in various neighborhoods of the city". This is how they begin, in a note, from the Raab association. "For years, the association - they add -, as well as the others active on the territory, together with many citizens, complain and denounce the presence of packs of stray dogs, dangerous for other animals and sometimes for people. Not surprisingly, while in almost all civilized cities in Italy - especially in the center and the North - the phenomenon of stray dogs is improving, in the South and the islands we are talking about hundreds of thousands of stray dogs, without any concrete plan to contain them". Then they report: "This morning, around 10, in Pisacane street (Stadio area), a poor cat, loved and cared for by the whole neighborhood, was brutally tortured and torn to pieces by the usual pack of stray dogs. The intervention of the residents was useless: the dogs, reacting violently even against people, left the feline exhausted only after terrible agonies. The intervention of the municipal and Pav (Veterinary outpatient clinic of the Asl) was requested, the latter could only ascertain the death of the animal and collect another cat that was injured by the same aggression. The residents filed a complaint, we as the Raab association (network of Benevento animal activists) turn again and directly to the administration, hoping this time to be heard and specifically to the mayor and the councilor for the environment and animal protection, Alessandro Rosa, so that concrete actions are activated to stem the phenomenon of stray dogs in our city. We are talking at least about the 'microchipping' of animals (mandatory) and the sterilization of stray dogs, charged to the Veterinary Services of the competent Asl on the territory". Finally, the city's animal activists always remember that "article 5, paragraph 1, regional law number 47/2013, establishes that the Municipalities are responsible for all stray dogs and cats without an owner present or, in any case, found in the territory of their own competence".
