Naples Rejects Underground Parking Project

Naples, an underground parking of four levels between Vomero and Arenella, on via Saverio Altamura: the project presented by Acme Immobiliare has been rejected by the Municipality of Naples. The reasons for the denial of the construction permit, decided by the Urban Planning Department, Single Building Service of palazzo San Giacomo, are well clarified in the document of March 29, made public only today by the local administration. "The proposed new construction intervention - explains the managerial provision - concerns the realization of an underground parking garage consisting of four levels of which the first underground level is served by an independent access and the other three levels having access from another entrance located adjacent to a building. On the roof of the structure, the arrangement of an at-grade parking is planned." Then, the official signing the note explains the reasons that did not allow the permits for the realization of the 4 underground parking levels to be granted: "...the intervention must not alter the natural profile of the terrain, while in the case under examination terracing is planned. On the surfaces above the underground structures, a vegetal layer not less than 100 cm thick for the planting of shrubs and ground-cover plants must be planned, while in the case under examination the project provides for the realization of an at-grade parking; from the comparison between the photographic documentation and the representation of the actual state, discrepancies are found and therefore the designed intervention with particular reference to the entrance planned to access the three underground levels is technically unfeasible and also does not respect the minimum distance from the facades and the boundaries of the lot...". Furthermore, the denial also notes deficiencies on the documentary level with particular attention to the lack of "specific documentation required in terms of seismic norms and soil defense and safety of the technological systems installed in terms of fire prevention with the opinion of the fire brigade command". However, the issue might not end with the municipality's denial. The measure, like most administrative documents, can be contested at the administrative court within 60 days from the notification or within 120 days with an extraordinary appeal to the President of the Republic.
